Reading A Marine Type Approval Certificate Properly

A surveyor asks for the type approval certificate covering the smoke detectors in the accommodation, and what comes out of the file is a two-page PDF with a crest, a long list of standards and a date that expired eighteen months ago. Whether that is a problem depends on when the devices were placed on board, which is exactly the sort of question the certificate itself is designed to answer.

Reading one properly takes about two minutes once you know which six fields carry the weight. Getting it wrong tends to surface at the least convenient moment, either during a survey or halfway through a purchase order for a part that turns out to sit outside the approval.

What Does Type Approval Certify?

Type approval certifies that a representative sample of a product design was tested against named standards and found to conform. It says nothing about the individual unit in your hand, which is covered instead by the manufacturer’s production surveillance arrangements, and it says nothing about whether the device is correctly installed on your vessel. SOLAS Chapter II-2 Regulation 7 requires that a fixed fire detection and fire alarm system be of an approved type and comply with the FSS Code, and the certificate is the evidence that the first half of that sentence is satisfied.

Who Issues The Certificate, And Who Does Not?

Under the European regime, an EC type-examination certificate is issued by a notified body designated by an EU member state. The manufacturer then affixes the wheel mark and issues the EU declaration of conformity, and the flag administration relies on all of that when it issues or renews the ship’s statutory certificates. The governing instrument is Directive 2014/90/EU on marine equipment.

Three parties therefore appear in the chain, and a supplier is not one of them. Approval sits with the manufacturer, the notified body and the flag administration, with class societies acting as recognised organisations and in many cases as notified bodies under a separate hat. Non-European flags follow the same logic through a different door. Where a vessel is not covered by the marine equipment regime, approval is granted by or on behalf of the flag administration, commonly delegated to a recognised organisation, and the certificate you receive will be a class type approval in place of a wheel-marked one.

Which Fields Should You Check First?

Six fields decide whether a certificate does what you need it to do. Work through them in order and most disputes evaporate.

  • The issuing body and its notified body identification number, which should be a four-digit number you can look up.
  • The item number, which tells you exactly which category of equipment is covered.
  • The standards and, critically, their editions and amendment years.
  • The issue and expiry dates, read against the date the equipment was placed on board.
  • Any scope limitation, which is where the surprises live.
  • The production surveillance module the manufacturer operates under.

Scope limitations repay the closest reading. A real certificate for loop input and output modules carries the condition that the modules must be supplied with power from a fire alarm panel approved to EN 54-2 and EN 54-4, and separately excludes hazardous area use, noting that application in a hazardous area is to be approved case by case under the rules and Ex certification. Neither limitation is visible from the front page summary, and both change what the device may legitimately be fitted to.

What Do The Item Numbers Mean?

Fixed fire detection and fire alarm components sit under item MED/3.51, subdivided by component type. Checking the letter suffix against the part you are buying takes seconds and prevents the common error of accepting a panel approval as cover for the devices connected to it. Sample extraction smoke detection and fixed hydrocarbon gas detection carry their own item numbers, so a vessel with a cargo hold sampling system will hold certificates under more than one heading. Confirm the current subdivision against the annex of the implementing regulation in force before relying on a letter suffix, since the annex is reissued regularly.

How Long Does A Certificate Stay Valid?

Certificates are commonly issued for five years, and that period is notified body and industry practice rather than a requirement written into the Directive itself. The Directive’s own retention obligation is different again: the manufacturer keeps the certificate for at least ten years after the wheel mark was last affixed to a product of that type.

An expiry date also does not retrospectively invalidate equipment already lawfully placed on board. What it affects is fresh supply, which is why a certificate that lapsed last year is a purchasing question, though not necessarily a survey finding.

The reference framework moves as well. The implementing regulation that lists the applicable testing standards is reissued every year or two, and the tenth in the series entered into force on 31 August 2026, so declarations of conformity for equipment produced after that date reference the newer instrument. What Does The Wheel Mark Itself Tell You?

The mark is a ship’s wheel symbol followed by the notified body identification number and the last two digits of the year of manufacture, applied at the end of the production phase.

Read together with the accompanying declaration of conformity, it tells you who assessed the product, and when the unit in front of you was actually made. That last detail settles more arguments about ageing stock than any other single marking on a device.
